The CNIL (Commission Nationale de l’Informatique et des Libertés) stated that, “facebook.com, google.fr, and youtube.com provide a button allowing users to quickly accept cookies but do not provide a way for users to simply refuse all cookies.”
The method of rejecting all cookies is a little more difficult than accepting them. According to CNIL, it violates internet users’ freedom of consent and breaches Article 82 of the French Data Protection Act. They also stated that they had received several complaints regarding cookie rejection.
According to reports, Google will be fined €150 million, while Facebook will be fined €60 million. The French regulator ordered them to create a simple alternative to refuse all cookies within three months, or face a punishment of 100,000 euros per day for the delay.
It was said that fines are based on ad revenue, and that they are computed depending on the amount of data subjects collected by cookies and how much profit they earn from advertising.
Google and Facebook have not disclosed all of the changes they have made to their cookie policy in order to comply with the above mentioned rules.
